Heat the butter over medium high heat in a large saucepan.
Add the onions and jalapeño and saute for 3 minutes.
Add the milk, chili powder, cumin, garlic powder, and cornstarch and whisk until smooth.
Bring to a boil and reduce heat to medium. Whisk until thick, about 3 minutes.
Add the sour cream and cheese and whisk together until thick sauce forms and cheese is melted.
Remove from the heat. Add pasta and toss.
Divide the pasta into 4-6 bowls. Top with the sausage, beans, avocado, tomatoes, hot sauce and cilantro.
